Even if he were otherwise disinclined to meet with the Dalai Lama, for whatever reason, the second the Chinese started putting pressure on he should have scheduled the meeting.

Of course he should meet with Bush. It's not like he'll have the body language that Mulroney had at his first meeting with Reagan, which set the tone for the (optics of) the relationship.
