I posted my solution earlier on this thread. But here are some.

Start with Bremer meeting with Ayatollah Sistani and Sadr together. Get Chalabi out of the Council. He is very unpopular. Besides, he is one of the folks who provided the faulty intelligence on WMD. Reduce the troop strength to say 40,000 only and re appropriate the 87 billion from the ration of 57 billion/30 billion (Troop cost/Iraq rebuilding cost) in the ration of 30 Billion/57 billion (troop cost/Iraq rebuilding cost)

In short, Bush needs to display a honest effort to rebuild Iraq so as to convince the Iraqis that he is genuinely interested in their welfare. He himself maybe genuinely interested. But he needs to display that to the Iraqis.
