Let me give you an analogy to what he proposes.

The population of the US is 290M. Iraq has 25M. The US decides to hold a vote as to whether SH should be replaced by force. Let's say for simplicity that all citizens in both countries can vote. Let's say 170M Americans vote Yes, 120M vote No, and all Iraqis vote No. 170M to 145M. The ayes have it. Is the invasion OK for that reason alone?

One thing to keep in mind is that there are 1.3B Chinese. They can vote us out existence any time they want under such a rule.
