First the WH wont release it and Dems say "Boy, there must be some really important stuff in there and they are covering it up" Then the WH agrees to release it under seemingly great pressure by the Committee , but do not make it public.( Now we know its really bad ) Then the release is delayed to remove sensitive data and the WH is suspected of deleting all the stuff that makes the White House look bad. So now its out and what is in the Briefing?. Exactly what Ms Rice said in that Committee pressure cooker. With very few words deleted.
