Look, even a GOPwinger could agree that the Bush Administration should have at least done two things:

1) Based on the report that "suspicious" Al Qaeda activity was ongoing within the United States and that there were 70 ongoing field investigations, some top National Security Administration official--perhaps Rice herself--should have daily been reviewing those investigative reports, looking for telltale signs. Based on information now known to have been included in some of those reports, the pictures of at least two, maybe three, of the 9/11 hijackers could have gone over the airwaves, an Amber Alert of a different kind!

2) Given the New York's World Trade Center was previously attacked and that Wall Street is a natural target, and given that Washington, D.C. itself is a natural target, interceptor planes should have been ready for launch from locations close to those two cities. As it was, the planes sent up came from far away and traveled at speeds only one-third their capability.

I think the 9/11 Commission will conclude that steps could have been taken to have prevented 9/11, or at least to have reduced the magnitude of the 9/11 event.
