Sell to the crowds that it is liberation of Iraq from a tyrant.

Try to finish off Saddam at a single go.

Takeover the country.

Arrest who could derail the looting (the 52 play card faces).

Invite exiled governing elite plus pliable disgruntled potential leadership.

Set up a puppet government.

Dole out reconstruction contracts for the countries that supported the deal.

Milk the country resources in payment for the whole adventure.

That was the original script. Which obvioulsy China, Germany, France didn't subscribe to.

The main point now is the non-pliable potential leadership. There is not time to get rid of them and they must be accommodated.

Leaving the Iraqis to sort them out, and washing the hands out of it by June is the logical outcome. Bush show the world a "success" and election victory is guaranteed.
