Shareholders indirectly pay his inflated salary. It is inevitable that each of his companies will have additional rounds of public financing. These companies just take money from the shareholders and don't return anything back - they never have. They just spend the money and run-up greater an greater accumulated deficits. Fortunately for Woody, there appear to be enough gullible investors to continue this ad-infinitum without ever showing a profit. Why bother insuring when you have such a sweet set-up?
