You could certainly investigate the flight schools to identify any potentially suspicious persons. Once identified, you could certainly check their backgrounds. Having checked their backgrounds, you could certainly keep an eye on them and monitor their activities. Two of the hijackers were on terrorist watch lists and never should have entered the country in the first place. Wouldn't seeing the other 17 hook up with them create probable cause?

You appear to be under the impression there is something illegal about the FBI investigating the activities of foreign nationals with odd behavior patterns.

It's always interesting watching the occasional uninformed post, such as yours, pop up in this forum. My usual assumption is they come from professional disinformation spreaders, although that may not be entirely fair. It's always possible those kind of posts come from folks so hopelessly ignorant it's a mystery how they acquired an opinion in the first place.

For example, my guess is you didn't know the search warrant was the second one to be turned down in the past 12,000 requests. Only a fool could believe the Patriot Act would have made a difference. The system in place prior to 9/11 was more than adequate to prevent 9/11 from happening in the absence of domestic intervention and support from the highest levels of our government.
