That's an interesting take on things. I like that. :-)

Certainly the 8/6/01 PDB should have been setting off alarm bells up and down the corridors of power in DC. We're not talking about some obscure report written by a low-level FBI or CIA agent. We're talking about the daily briefing given to the President and his top staff concerning security issues. I agree that any President worth his salt would have demanded to see a full accounting of all the current FBI investigations being conducted and at least start warning police and other high officials in cities like New York about the growing intelligence of a pending terrorist attack. It seems beyond just plain old incompetence. More like a progress report to ensure their grand plan was on track, as you noted.
