That's not much different from saying that Windows (or any other OS) is insecure because foreign terrorists can infiltrate Microsoft (or any other vendor) and plant subversive software. While perhaps true in the abstract, it's not helpful in making decisions.

Don't put any software into exploding equipment that you didn't write yourself.

I would be very surprised if someone could prove, that CIA did not have agents inside Microsoft already 15 years ago, and I guess the majority of countries in this world think that way, too.
