IMO Bush would likely count on disagreements in the new Iraqi council.

Disagreement whwere one camp would be disapproving of US actions? And what next? That same group calling for US withdrawl from Iraq?

Are you telling me that Bush knowingly put people who would tell him to get out of Iraq? Or would he put people who would support US presence?
