OBL's fatwa against Americans was clearly a response to Clinton's threats of war

The fatwa was issued on February 22, 1998. And followed a series of Clinton speeches warning of imminent military strikes against Saddam Hussein's government:

Why would OBL go to Baghdad when the US had the country under constant watch and almost all flights in and out restricted. Highly unlikely. I don't even think OBL would have cared to take a commercial flight anywhere. He was hiding out by 1998.
