It's still nuts to think that DoD has been secretly planning to intall Chalabi as anything. It's part of the magical thinking that the Iraqis indulge in - the Americans can do anything, so anything they do must have been intentional. To believe this AND that there was no plan for Iraq is entirely self-contraditory.

We do know that Saddam was trying to buy at AQ Khan's operation as late as March 2003. Had sanctions come off (only a matter of time; they were crumbling), how long do you think it would have taken for willing buyer to meet willing seller? We didn't know of the operation until Libya flipped.
