You need more than fertile land to deliver grains to the world market. Jimmy Rogers has a good write up from his last world tour of Russia and the adjacent nations discussing the infrastructure problems that need to be solved before they can participate in world commodity markets as well as manufacturing. He also notes there has not been investment in modern equipment which makes their production of products non competitive.

There is no private ownership on land in Ukraine. All layers of government are busy looting the country. Many villages are abandoned. Young people don't want to stay there. People who want to work on land can't do it. No credit, no infrastructure. But yes, the potential fertility of the soil is tremendous.
