i would mostly agree with this post with the caveat that it does NOT really improve "earnings", though it is helpful to cash flow. more importantly, it is symptomatic of what most governments, but especially our government under successive baby-boomer administrations do, which is put off today's problems for tomorrow (and in the process creating all sorts of perverse incentives in the interim to actually make tomorrow's problem worse). the baby boomers seem blissfully un-aware that the word CHOICE is the inherent backing of economics.
