Well, in those 26 years we haven't had another Watergate, now, have we? By any measure of success, it worked. Except for the unintended consequences, that is...

Re 9/11, so many people are so hot to affix blame. You want to blame it on FISA. Others have other targets. Perhaps you target FISA because it deflects blame from Bush, the target of choice for so many. There isn't anyone or any thing to blame, except the perps, of course.

People are ruled by inertia. We keep on doing things as usual until something comes along to shake us out of our inertia. 9/11 did that. There was no way that we were going to go through a timely paradigm shift before we were forced. It would have been total serendipity if someone or something had alerted us to the danger in time to do something let alone have the persuasiveness to get sufficient resources allocated to it. No way. We were like the frog that, when thrown into a pot of hot water, jumps out, but, if the water slowly warms, doesn't notice the change until it's too late. It's natural. It's human nature. It's just the way it is. Sure, we can investigate this thing and get smarter and maybe make a difference next time or at least feel better about it, but next time will be something quite different and we won't notice the water getting warmer then either.

This blame thing is so useless.
