Perhaps he expects his Intelligence Warnings to read like a movie script... exact time, exact place, precise description of the methods to be employed, current photos of the likely participants, and a cute, telegenic female undercover operative who has penetrated the conspiracy and breathlessly phones in the details just before she is captured and held prisoner (for our male lead to rescue with guns blazing, just before the climatic 'kung fu fighting' finale)?
