We had that in 1991 yet he didn't support action then and that was AFTER Iraq invaded Kuwait.

Yet in 1998 he supported going into Iraq to enforce the UN resolutions even if that meant going it alone.

The only thing "crossed up" is Kerry's position on the issue.
