<<I think that if Clarke had been given the run of things and been given the full and active support of Bush and his Cabinet, we'd have been able to stop all or at least part of 9/11.>>

Clarke doesn't even believe that. He was asked that exact question (If there was anything we could have done to stop 9/11) and his response was "No." In the final analysis what happened - happened. We can't waste time looking back or we're going to end up missing whats coming next. Vote your gut in November but lets not waste time and resources looking back when what we really want is protection from similar events going forward.

The only way to really have stopped 9/11 was to have made this nation a virtual armed camp, cutting back almost 100% on those coming into our ports, closing the borders, 5 hour waits at airports, national ID card, etc.

That's just a start.

Coordinate all intelligence into a single organization, get rid of the pork and the duplication, even if it means trampling on some rights.

This is the stuff that should be debated. How much security can we afford? How much security will be willing to accept?

Blaming Bush or Clinton is just a waste of time and more likely to turn off the electorate towards whoever does this. That's why Kerry hasn't been talking about it, plus he really has nothing to say, or is unwilling to go out on a limb.
