You make a subtle point here. We expect Al Qaeda to attempt to thwart improvement in Iraq, but guerillas don't usually do that, unless the government is extracting wealth from the area.

My suspicion is that only a few Iraqis are in favor of kidnapping random foreigners (as opposed to nationals from states that have sent troops to Iraq), but that the rest of the Iraqis can't easily stop them. As evidence for this, look at how Iraqi clerics keep asking that hostages, especially the ones from neutral countries like Russia, be released.
