JDN, Just remember that Bush is not responsible for anything unless the result is good. Then, he gets credit for it.

Can you IMAGIN if Bush, based on that memo started closing the border, arresting people

No, but I can imagine him cutting short his month-long August 2001 vacation, coming back to the White House, and showing interest in the imminent Al-Qaeda attack on US soil. Instead... he was fixing stuff on his ranch for three more weeks after receiving that memo.

And imagine the even greater out cry from the right if Clinton had engaged OBL even more than he had. Gad, you guys don't remember your own wailing against the president. And now you call anyone that makes a peep against Bush a traitor. Don't forget, there was more than just the memo. There were FDA types screaming warnings that airport security wax lax and that the situation practically guaranteed a major terrorist catastrophe. But Bush was focussed on what right wing lobby groups were whispering into his ear....."energy crisis," "dig for oil in environmentally protected land.".....etc.
