I see what you mean.

But the motivation to play fair doesn't seem to exist for China possibly because they have a large market, or possibly the govt is unable to control its population from doing illegal things (you'd think a dictatorship style government is suppose to have good control on enforcement, but something is amiss.)

In the case of a large market, it could mean the old rules are invalid and things may play out differently unless the USA govt is serious about protecting its IP and resolves imbalanced export taxation. Currently, the USA govt let's China steal IP in 600 cases of IP theft per year.
