Yes they do, and they vary the tax rate by business type, assuming that businesses of the same type have about the same deductions and overhead. It's a reasonable approach, especially since they have the small business deduction which relieves the tax on small businesses.

All I'm trying to say is that there should be a goal of simplification. Simplification saves money at all levels. The taxpayer saves money, the government saves money, and really tax revenues need not be altered to do so.
