Engaging your enemies gives you the opportunity to make progress and possibly avoid war. Good examples are Nixon with China, or Reagan with the Soviet Union. This is the Kerry approach.

Not engaging our enemies gives you the opportunity to make war and avoid progress. This is the Bush approach.

Kerry will engage our enemies, but remain tough with them.
