On the surface, what you say makes sense about the fed funds rate and interest rate scare.............but in my trading account it sure didn't reflect the same market undercurrents. I've had a Put position in TLT (20 year + Bond Fund). My close order to sell sat unfilled all day long. June 87 Put unfilled at 3.60 with TLT trading under $85, which was basically the ask all day long. Thus the market may appear worried, but it sure didn't buy worried in interest rate securities.
