You are erroneously conflating terrorist groups and Nation states. If you start a discussion with a strategic error, you should do a reset.

I've argued all along that we should pursue the 9/11 terrorist relentlessly. We should be like the old Wells Fargo stage line; pursue the robbers to the grave. If Wells Fargo found the criminal had already died, they would write: "Wells Fargo Never Forgets!" on the tombstone.

Too bad Bush blundered and took has eye off the ball. But he compounded his blunder by conflating threats (the same mistake you are making).
