9-11 didn't happen on CLinton's watch though, did it?
Quit trying to blame Clinton for 9-11. Whatever the case about Clinton's counter-terror efforts, the failure happened after he was long gone. Cheney-Bush were in charge and they didn't even bring up terrorism their first nine months in office despite dozens of warnings, including some from Kerry.
