Dr. Rice, during her testimony said that that you can keep foiling the terrorists several times, but for the terrorists it takes only once to make their point. So what she basically said is that for 8 years Clinton folied several attempts and the terrorists could not strike at the US. But in a short span of 8 months Bush let his guard down and opened up a window of vulnerability. Americans wonder how Clinton could foil their plots for 8 long years while Bush failed within 8 months, leave alone 8 years for Bush.
