Geez, I thought I disliked Bush.

I doubt there are a million Iraqis mobilized to do anything but a few thousand in a guerilla war plus the general lawlessness can create enough chaos to prevent reconstruction. The admin never really talks about general criminal behavior. I guess it's more interesting to talk about it in terms of ideological war.
