Does your area have a leash law? Most areas do, and it's not up to animal control to decide this issue. If the owner used a club on the poor dog, it would be better if the dog were put to sleep...horrible person!

Years ago I was riding my motorcycle in the country with a lady on the back and a guy was walking 2 dobes along the tracks next to the road. The idiot points at me and yells sickem. They were in front of me but the only shot I had was to gun it and try to get by before the dogs got to the road. One dog got to the road before I got by and was charging the bike. Last thing a guy on a mochuckle wants to do is run over something that could dump him I couldn't get around the dog. Went over him and broke his back, went on a quarter of a mile, let the lady off and went back to about 50 yards of him and asked if he wanted me to call someone for help. He cussed me like you wouldn't believe. BTW, his other dog was sitting at heal so he could have stopped them.
