What the Bush Administration did was to develop a whole new strategy during the months prior to 9/11 because it was obvious the Clinton strategy was a failure....unfortunately, 9/11 happened before it could be implemented.... Any other stupid questions....? JLA

Doesn't mean Bush did anything wrong (except to the haters like you). bin laden is 100% responsible for 9-11. That Bush's comprehensive plan to eliminate all terrorism (not only bin laden) is too complicated for you to see is not surprising. Too much hatred in your head to allow rational thinking.
