Carl, Heck, all you have to do with lending is say "no thanks" to your broker/ I think certs are like writing a check at the grocery store vs. using your debit card. Some folks are simply more comfortable with paper, though it takes much longer and the people behind you in line start cussing as soon as you bring out the checkbook. That being said, I have a lot of certificates, including a 30 million dollar bond from a co. I think should be reorganized after 70 years and pay off their debt. And several Tsarist bonds of lesser face value, but the same actual value. But those are for the art and history and romance. If you ever have a problem where lending your certificates hurts you, that will mean such a breakdown in the system that the certificates will be used for confetti.
