It is a Trotsky tactic, not necessarily a world philosophy.

I'm no expert, but the Trotsky tactical method of critical support is a major part of where I refer. A large part of this tactic is to join in to various process and procedure that are not liked by the organization, or are not controlled by the organization. Then they carp and critisize, never allowing reform, until the process is in crisis. Then it is replaced with something new. The new process doesn't have to be better, it just has to be different and have it's initial leadership drawn from the organization. This means they can use the new process more effective than the competition.

The neocons use this tactic to destroy the concept of special prosecutor, to control the homeland security, to break up the FBI (proposed), to restructure the army and nato, and rebuilt the culture of nasa. Many many more because they keep quiet about it. All of this is designed to leave the neocons with process and departments where the initial organization if formed by their appointees, and their people will have the advantage in knowing how to thrive in the environment. For them to win, things don't have to be better or to get worse, they just have to be different.

This is what they needed a crisis, any crisis for. They need the environment where they can say " After XXX everything must be changed". That's why the neocons stood down when a crisis of opportunity happened. That's why they picked clueless george as their figurehead. They just needed someone whom they could stuff a ramrod up his rear and keep the "Everything is now different, so it has to be changed" mantra going.
