Sig, it takes a tremendous amount of time and effort to rebuild a clandestine service (HUMINT). This is what Tenet was referring to (as I heard him).

And HUMINT is really the only way to penetrate, compromise, and destroy a terrorist network that is extremely sophisticated and decentralized.

We have to "target", recruit, train, create a credible "cover", and then successfully infiltrate a number of agents within a tremendously paranoid and fanatical organization with tremendously close knit ties (via clan and religious views).

These agents then need to recruit subordinate agents to collect and transfer information to them to be relayed to US intelligence analysts, who then have to assess the credibility of that intelligence.

Yes, it's going to take at least 5 years to accomplish such a task.
