9-11 happened on Bush's watch. No apology from Bush despite what we now know, that he ignored numerous warnings that something big was about to happen. Don't try and confuse the issue by blaming anything on CLinton. Whatever CLinton did or didn't do (and it was a mixed bag, pro and con) Bush did NOTHING, not a single thing against terrorist until after 9-11. Rice, Rumsfeld, Powell, Ashcroft, Cheney and Bush together did not even mention the word terrorism in a public speech ONCE before 9-11 even though Tenant, CLarke, Hart-Rudman and Kerry were telling them it was the #1 threat.
