Al Qaeda is very good at exploiting structural lacunae. My guess is that they learn about them from economic criminals, they seem to use the same pathways.

"The Wall" between different security services is an obstacle to terror investigations in Germany as well.

So one can imagine Europe overall ! The way a French security expert interviewed in Le Figaro put it a few weeks ago, you had about as much chance of finding certain things out within a country by reading the morning paper, so with all of Europe..... you'd have a greater chance overhearing accurate info in a local bar !!
