In what way is praising as a "finest moment" Bush's delivery of a speech composed by someone else different from praising Charlton Heston for his leadership qualities on account of his impersonation of Moses?

Tell me. I really want to know.

And think about it: if reading aloud some words he didn't write are at the top of his "finest" list, how fine can he be?
