What about cigar and sink breaks? Did you know Clinton set the record for number of rounds of golf played by a President in a term during his second term? It takes about 4 hours to play a round of golf, maybe even more if you hit as many balls as Clinton did. Transportation, warmup and 19th hole adds another 3 hours. Now, Clinton did this on the clock, not just when we was on "official" vacation. Between his vacations, golf, fundraising, and womanizing, it's almost impossible to find when Clinton actually worked. When it comes to down time, Bush is a bush leaguer compared to Bubba.
