It's a pipedream to expect suicide bombers to engage in negotiations. They would take the opportunity to blowup themselves & everyone else in the area. It's wise to use diplomacy when there's a possibility of success, but the fanatics our military is dealing with in Iraq understand & respect nothing but force.
