Yes, and they are not accidental.

A primary neocon tactic is to force a crisis in any institution (think of the massive crisis over Janet Jackson's right tit and how it is forcing change in broadcast media).

They call for change, it doesn't matter if it is good, bad, or indifferent, it only matters that the change occur while they are in a position to setup the new procedures or institutions and to know these procedures better than their competitors. This keeps everyone else off guard. Repeat this with a thousand entities from NASA to the FBI to Forest Service. So many changes keep competitors perpetually off balance.
