Sadr's newspaper did claim

I have no way of knowing, but I've read that Sadr's paper had a printing of 10,000, but usually only got around 5,000 out to the public. Hardly a mass circulation. It wouldn't surprise me to learn that it printed rumors, and was quite biased. But I don't believe that's why it was shut down. With less than 90 days until the "handover", I believed Bremer decided to move on Sadr. And the reason was his militia, not his newspaper. The newspaper was merely a first step in an campaign of escalation that was going to increase until Bremer got what he wanted. First, the newspaper, then arrest an aid, and finally trot out the warrant for Sadr. But the goal was to disband the militia.

What Bremer didn't count on was how deep and widespread the anti-occupation feelings were. And when the plan was formed, nobody figured Fallujah would be going on simultaneously. To not have "switched gears" when Fallujah flared, was a major blunder. All
