The technique is to make drastic changes and then take over before any competition has adjusted to the changes. The drastic change in media was the huge consolidations. There was no warning nor debate prior to regulation changes, but there was advance warning given to Clear Channel or Murdoch so they could have their loans and offers ready before some budding Ted Turner figured it out.

The same critical support tactic is being used again on another front. The FCC and Clear Channel are using the hysteria that they drummed up about Janet Jackson's right tit to force the broadcasters to rethink their plans and shows and talents. This is an example of using a target of opportunity to create chaos in established processes. Of course Clear Channel was ready quickly with their respose, (get rid of the anti-Bush Howard Stern) but the other broadcasters are completley off guard, distracted, and wondering whether they have to cancel whatever fantasy island they had planned or what. The message is going out Don't say anything controversial until we figure out the new norms. Of course that will be after the election.
