The taxpayer is the helpless victim of this grand larceny. The contractors get sweetheart cost-plus-a-fee contracts and they naturally want to drive the costs through the roof. The taxpayer is the designated chump in all this, and we have no recourse because the Congress is totally spineless and the White House is totally feckless, megalomaniacal and insane.
