The 300 year thing is mostly based on the (documented) fact on how the 2-party system was the only solution for going forwards in both 1930,1960 and somewhat in 1990.

That is, without doing anything (actually the opposite) to handle those major needs for change, for going forwards.
(note, the reference is not London, they are working very hard but under strict censorship)

Many says it is a perfect "catch-22" and are mainly focusing on some other possible fixes. That is where the 300 year horizon becomes the best present and possible prediction.
