This is the wrong question.

Osama Bin Laden is trying to wrap his agenda in religion. Our goal should be the opposite; we need to work hard to keep religion out of this conflict.

One of the key objectives of terrorism is to create a backlash against a group as a whole (Islam in this instance), not merely the perpetrators of terrorism. The backlash gives more power to the terrorists, and draws more converts to their cause.

History is replete with terrorist groups and acts, and many successful terrorist groups have used their religion as a rallying tool. Hopefully we are wise enough not to fall into their trap.
