Oh, yes. It is impossible for a fixed policy to cover all contingencies. However, can you see that it would be even worse to have every gov't employee making up law and policy as they see fit?

Which that does. It directly contravenes the stated position of the US gov't. Now do you want every diplomat in the US Foreign Service winging it as they see fit? Or do you want them consulting Washington when they can and otherwise sticking to stated policy?

and lurqer are sharing here every day. they're much more
useful than what we're doing here.

Glaspie had responded "Mr. President, I need to consult my gov't before answering that question." Neither Saddam nor anyone else could then reasonably claim that the US had given a green light for invasion. If he went ahead and did it in 2 days anyway, it would clearly have been his choice. If he waited until Glaspie got an answer, that answer would likely be along the lines of the 2nd or 3rd responses, which he most likely would find highly discouraging. There is no way a foreign head of state can require an AMerican diplomat to immediately answer a question.

So to that extent Glaspie did give the wrong answer. OTOH, it would appear that meeting with Saddam was setup and a bushwhacking.
