I think it's both - management and the unions.

I haven't done a survey, but it's my understanding that all or most of the Japanese-owned auto plants in the U.S. are non-union.

BTW, I have a Mercury Villager Van. It's nothing more than a rebadged Nissan Quest, same powerplant as the Nissan Pathfinder. The quality is excellent and I like it a lot. But, it's not an American-built car.
