In Paint, click "Text 'A' button," then drag your pointer diagonally to create a text frame in which to put your caption, then click on "View," and then on "Text Toolbar" for choice of font, font sizes, etc.

re digital camera

I have an el cheapo camera, under $100, but even that came with a disk that had software where you could edit pictures and movies. I have "arksoft photo impression 3". Your camera will almost certainly have a package too.

PAINT is usable, just needs a little practice. The file size reduction must be some sort of compression as the pixel size remains the same.
