The buzz now is that AQ has morphed into a multiheaded, independent cell movement. No one seems to know if it EVER had a tightly controlled structure to begin with. As long as terrorism succeeds and has a lower risk/higher return than other forms of protesting/powergrabbing/soapboxing/etc, it will be with us. In fact, I will bet that as technology improves we will have more of it. Those tiny IEDs in Coke cans have proven awfully effective in Iraq. The only alternative IMO is to provide alternate PEACEFUL but EFFECTIVE avenues of conflict resolution while at the same time making terrorism a high risk/low return proposition.
