I have never read anywhere that foreign leaders are not welcome at the WH and that there is a change of policy. How many foreign leaders come to the White House any more? I mean when Bush should be calling the new PM of Spain to congratulate him, he calls him up to scold him for ordering the Spanish troops out. You think anyone else would want to meet with Bush after that? And you think they are going to go around telling the world that they do not want to meet with Bush so that I can take that and post it to you as a proof?
